Your correct , the commentary and observation is a training aid as in a pursuit situation the second officer would pick up cometary for evidence purposes.
I think the idea is that if you have to complete that level of observation for a test it become habit and your observation skills are enhanced
I would agree that if we all think of any accident we may have had on the road that was our fault then the key factory is most likely observation and appropriate behaviour over out and out speed
With reference to their Line for increased observation , some teach it some don't .... i can see the benefits , and the pitfalls !!
Oh and for what its worth to the younger drivers , i have had company cars since i was 20 , and have averaged maybe 30 to 40k per year every year since ...... and yes i have had accidents , and yes more were my fault than weren't and i know why ;)
