For good engineering reasons there is a radius on the crank between the clutch mounting diameter and the oil seal diameter. The washer has a radius or chamfer on its bore to accommodate this radius and present a flat square face for the clutch to mount against, and allows the clutch mounting bolt to be tightened clamping the components of the clutch centre together. Without the washer you can either tighten the clutch centre against the radius ( liable to split the bearing sleeve) or leave the clutch with end float to the detriment of key and keyway. Darford Karting list a clutch fitting kit which almost certainly contains the washer or ten minutes work with a file on a suitable standard washer will produce the goods.
