Don't let Itpro put you off making enquiries and asking questions. I think those that offered karts for sale are probaly the greater offenders.
You are right to be cautious of ebay purchases unless you get to see what you are buying before you bid. Not all on ebay is rubbush, however, I bet you will see the same stuff on there changing hands quite a lot and the examples I have seen are something short of shocking. The Market place on this site is pretty good and is where I would start to look - that and clubs local to you. In both instances you will tend to be dealing with people from within the sport rather than teh guy who runs around empty car parks at night in old and dangerous kit.
There are plenty good prokarts out there not being used. If you place an add in the wanted section you might just find something to suit - I would certainly mention location (unless you are prepared to travel wide) and your budget.
