Chris is right. But I cover most circumstances in the instructions so it has to be more detailed.
Staring from cold is easy...... IF you know your engine is already working properly and hasn't become choked/oiled up while you have been working on the kart or trundling slowly into the pits the last time you stopped.
However, if you have making some changes; e.g., changing carb, a pre-start can check everything is working ok. In the above example, the new carb may be wrongly adjusted or it's possible that the fuel pump is working less than perfectly and the fuel won't 'come-up' and thus, if you don't pre-start, you just MIGHT have a long, unsuccessful, tiring and depressing push down the pits and onto the start straight.
There's no 'right' answer to p[re-starting but there are circumstances where it can help.
Oh...... and for GOD'S SAKE, do NOT start it using a rope or strap! That's just plain INSANITY!
