The height on the seat where you8 mount it matters HUGELY! Lower might be better but, for example, in wwet conditions, higher is often better.
Most importantly, mount it SOLIDLY. Use two decent thickness bolts and make CERTAIN the washers inside the seat give a smooth surface. Don't leave TOO much of the bolt showing outside the lead. If that gets 'hit' in a serious accident, it can drive the bolt INTO you!
Ideally, make the bolts and nuts easy to access so that you can move/remove the weights if the conditions change.
I personally don't think you can say "mount it on the opposite side of the engine to balance the weight'. In my experience, karters weigh MORE then engines and, becasue the engines is mounted on one side.... the SEAT is mounted (out of centre line) on the other.
Finally, mounting LARGE amounts of weight on the front or back of the seat will significantly change the handling by moving more or less weight to the front/rear. 'Tune' your chassis by moving the weight up, down, front, back to see which works best for specific conditions (Wet, higher and further forward, dry... the opposite is the general rule!).
