You have assembled it correctly, however!

Take it apart again!

Now place the black membrane on the body of the pump.

I know it doesn't sit too well because the locating pips are on the cover part, just make sure the thing lines up ok because the fuel pasages are at different angles to each other.

Now place the clear plastic membrane on the black one, in the correct orientation.

Can you se that the plastic tabs hold down the black membrane tabs with the holes in them?

Now imagine you want to put more pressure on them by bending the clear plastic tabs down.

take the clear one of and bend the clear plastic tabs so that they will exert more pressure on the black tabs.

They should end up at about 30-40 degrees with a slight crese at the tab where you bent them.

Re assemble the pump and try and blow back through the OUTLET pipe of the pump.

You shouldn't be able to.

Blow through the inlet and you should be able to quite easily.

Now put it back on the kart, blow the fuel through and it should hold a lot better.
