The Blue formula produces very even racing across all the weights by adjusting kart weight to driver weight and power restrictors. No driver should ever be carrying more than 5 kg of ballast, 10 kg as a maximum.
Running costs are very much what you make of them. The engines carry the same 20 hour / 40 hour claims as do many others, and the tyres can be used in three club meetings, but as always those figures drop on competitive grids where winning is paramount (and someone has the money)
