You're right: plenty of information on the ABkC website - a notable exception being its own Rules.
You're incorrect about the quarterly meetings though - this can only be done at a General Meeting, ie the AGM unless enough clubs want to call an EGM.
I agree that it is easy for those who have agreed to take the responsibility of representing the members of the club to canvas views via facebook.
The "debate" has, under the current Rules, to be proposed onto the AGM agenda by the 19th November and held at the AGM itself.
It's interesting that the ABkC have proposed having a "Drivers' Representative" - a job which should be completely unncecessary if the clubs represented the views of their members. The ABkC haven't advised how they propose that individual be chosen nor how the candidate would anticipate canvassing those views.
It's also interesting that - unless the Rules are changed - S1 will retain 2 votes throughout 2016 during the period that arrangements are placed to choose Class Promoters in 2017.
